Though media ethics has emerged as a strong topic in recent years, the discussion may be of little value in helping improve ethical performance of the media until owner ethics becomes a major topic. This case study explores the conflict of interest problem for owners lobbying for special interest legislation and eroding independence of newsrooms.

Most of the literature on teaching within nursing education presents teaching and learning strategies as unproblematic and widely generalized across contexts, content, learners, and educators. We argue that to be truly effective, teaching strategies must be harmonious with instructor’s beliefs, intentions, and actions. In this paper, we introduce the notion of a plurality of effective teaching based on five different ‘perspectives on teaching’– each composed of different beliefs, intentions, actions, and strategies and illustrated by cases from nursing education. We propose (...) that this foundational conceptualization provides a base from which nurse educators can (1) communicate across differences of philosophical perspective and intent; and (2) critically reflect on their educational practices. Native Pragmatism recovers this history and thus provides the means to re-conceive the scope and potential of American philosophy. Pragmatism has been at best only partially understood by those who focus on its European antecedents. Scholarship focusing on how international research can contribute to justice in global health has primarily explored requirements for the conduct of clinical trials. Yet health systems research in low- and middle-income countries has increasingly been identified as vital to the reduction of health disparities between and within countries. This paper expands an existing ethical framework based on the health capability paradigm – research for health justice – to externally-funded health systems research in LMICs. It argues that a specific form of (...) health systems research in LMICs is required if the enterprise is to advance global health equity. “Research for health justice” requirements for priority setting, research capacity strengthening, and post-study benefits in health systems research are derived in light of the field's distinctive characteristics. Specific obligations are established for external research actors, including governments, funders, sponsors, and investigators. How these framework requirements differ from those for international clinical research is discussed. (shrink)

The Aristotelian syllogistic cannot account for the validity of certain inferences involving relational facts. In this paper, we investigate the prospects for providing a relational syllogistic. We identify several fragments based on (a) whether negation is permitted on all nouns, including those in the subject of a sentence; and (b) whether the subject noun phrase may contain a relative clause. The logics we present are extensions of the classical syllogistic, and we pay special attention to the question of whether reductio (...) ad absurdum is needed. Thus our main goal is to derive results on the existence (or nonexistence) of syllogistic proof systems for relational fragments. We also determine the computational complexity of all our fragments. Recent scholarship has considered what, if anything, rich people owe to poor people to achieve justice in global health and the implications of this for international research. Yet this work has primarily focused on international clinical research. Health systems research is increasingly being performed in low and middle income countries and is essential to reducing global health disparities. This paper provides an initial description of the ethical issues related to priority setting, capacity-building, and the provision of post-study benefits that arise (...) during the conduct of such research. It presents a selection of issues discussed in the health systems research literature and argues that they constitute ethical concerns based on their being inconsistent with a particular theory of global justice (the health capability paradigm). Issues identified include the fact that priority setting for health systems research at the global level is often not driven by national priorities and that capacity-building efforts frequently utilize one-size-fits-all approaches. It has been suggested that community advisory boards can play a role in minimising exploitation in international research. To get a better idea of what this requires and whether it might be achievable, the paper first describes core elements that we suggest must be in place for a CAB to reduce the potential for exploitation. The paper then examines a CAB established by the Shoklo Malaria Research Unit under conditions common in resource-poor settings – namely, where individuals join with a (...) very limited understanding of disease and medical research and where an existing organisational structure is not relied upon to serve as the CAB. Using the Tak Province Border Community Ethics Advisory Board as a case study, we assess the extent to which it might be able to take on a role minimising exploitation were it to decide to do so. We investigate whether, after two years in operation, T-CAB is capable of assessing clinical trials for exploitative features and addressing those found to have them. The findings show that, although T-CAB members have gained knowledge and developed capacities that are foundational for one-day taking on a role to reduce exploitation, their ability to critically evaluate studies for the presence of exploitative elements has not yet been strongly demonstrated. In light of this example, we argue that CABs may not be able to perform such a role for a number of years after initial formation, making it an unsuitable responsibility for many short-term CABs. This article investigates whether or not theories of justice from political philosophy, first, support the position that health research should contribute to justice in global health, and second, provide guidance about what is owed by international clinical research (ICR) actors to parties in low- and middle-income countries. Four theories—John Rawls's theory of justice, the rights-based cosmopolitan theories of Thomas Pogge and Henry Shue, and Jennifer Ruger's health capability paradigm—are evaluated. The article shows that three of the four theories require the (...) conduct of health research for justice in global health. The theories help identify the ends of justice to which ICR is to contribute, but they cannot tell us how to organize ICR to promote these ends. Aside from Ruger's health capability paradigm, the theories also lack an allocative principle for assigning specific duties to specific actors. This creates difficulties for establishing obligations for certain types of ICR actors. (shrink)

In his 1905 work on the logical foundations of geometry, Royce proposed a logic based on the “obverse” or O-relation that could provide a means of understanding any system of order. Royce explains that this relation, which he calls the O-relation, “in logical terms,... is the relation in which (if we were talking of the possible chances [choices] open to one who had to decide upon a course of action) any set of exhaustive but, in their entirety, inconsistent choices would (...) stand to one another” (Royce, 1951, 385). Global health research partnerships are increasingly taking the form of consortia of institutions from high-income countries and low- and middle-income countries that undertake programs of research. These partnerships differ from collaborations that carry out single projects in the multiplicity of their goals, scope of their activities, and nature of their management. Although such consortia typically aim to reduce health disparities between and within countries, what is required for them to do so has not been clearly defined. This article takes a (...) conceptual approach to explore how the governance of transnational global health research consortia should be structured to advance health equity. To do so, it applies an account called shared health governance to derive procedural and substantive guidance. A checklist based on this guidance is proposed to assist research consortia determine where their governance practices strongly promote equity and where they may fall short. (shrink)

An examination of the concept of God as propounded by Charles Hartshorne and John Macquarrie, two mid-20th century theological thinkers, Relational Deity argues for a concept of God as "relational deity" that arises out of a detailed investigation juxtaposing Hartshorne's neoclassical theism and Macquarrie's existential-ontological theism.

This paper undertakes a re-examination of Sir William Hamilton’s doctrine of the quantification of the predicate . Hamilton’s doctrine comprises two theses. First, the predicates of traditional syllogistic sentence-forms contain implicit existential quantifiers, so that, for example, All p is q is to be understood as All p is some q . Second, these implicit quantifiers can be meaningfully dualized to yield novel sentence-forms, such as, for example, All p is all q . Hamilton attempted to provide a deductive system (...) for his language, along the lines of the classical syllogisms. We show, using techniques unavailable to Hamilton, that such a system does exist, though with qualifications that distinguish it from its classical counterpart. (shrink)

If the discourse of manners and customs aspires to a stable fixing of subjects and systems of differences, however, its project is not and never can be complete. This is true if only for the seemingly trivial reason that manners-and-customs descriptions seldom occur on their own as discrete texts. They usually appear embedded in or appended to a superordinate genre, whether a narrative, as in travel books and much ethnography, or an assemblage, as in anthologies and magazines.6 In the case (...) of travel writing, which is the main focus of this essay, manners-and-customs description is always in play with other sorts of representation that also bespeak difference and position subjects in their own ways. Sometimes these other positioning complement the ideological project of normalizing description, and sometime they do not.In what follows, I propose to examine this interplay of discourses in some nineteenth-century travel writing chiefly about Africa. While Barrow’s work is not prominent on anybody’s mental bookshelves these days, readers will recognize such names as David Livingstone, John Speke, James Grant, Richard Burton, Mungo Park, or Paul Du Chaillu. During the co-called opening up of central and southern Africa to European capitalism in the first half of the nineteenth century, such explorer-writers were the principal producers of Africa for European imaginations—producers, that is, of ideology in connection with the European expansionist project there. What I hope to underscore in these writings is not their tendency towards single, fixed subject positions or single, fixed systems of difference. Rather, I wish to emphasize the multiplicity of ways of codifying the Other, the variety of fixed positions and the variety of given sets of differences that they posit. European penetration and appropriation is semanticized in numerous ways that can be quite distinct, even mutually contradictory. In the course of examining discursive polyphony in these travel writings, I hope to stress the need to consider ideology not only in terms of reductive simplification but also in terms of the proliferation of meanings. 6. Several decades of work in both philosophy and psychology acutely highlights our limitations as individual inquirers. One way to recognize these limitations is to defer to experts: roughly, to form one’s beliefs on the basis of expert testimony. Yet, as has become salient in the age of Brexit, Trumpist politics, and climate change denial, people are often mistrustful of experts, and unwilling to defer to them. It’s a trope of highbrow public discourse that this unwillingness is a serious pathology. But (...) to what extent is this trope accurate? Answering this requires us to settle both a normative question—under exactly what conditions ought we to defer to experts?—and an empirical question—under what conditions are people willing to defer to experts? The first question has been investigated primarily by philosophers; the second, primarily by psychologists. Yet there is little work integrating these literatures and putting together their results. The aim of this review article is to begin this task, enabling us to begin reaching conclusions about how much real practices of deference diverge from the ideal. We present an opinionated guide to relevant work from both philosophy and psychology, and note places where the literature has important gaps. (shrink)

Several authors have suggested that a more parsimonious and conceptually elegant treatment of everyday mereological and topological reasoning can be obtained by adopting a spatial ontology in which regions, not points, are the primitive entities. This paper challenges this suggestion for mereotopological reasoning in two-dimensional space. Our strategy is to define a mereotopological language together with a familiar, point-based interpretation. It is proposed that, to be practically useful, any alternative region-based spatial ontology must support the same sentences in our language (...) as this familiar interpretation. This proposal has the merit of transforming a vague, open-ended question about ontologies for practical mereotopological reasoning into a precise question in model theory. We show that (a version of) the familiar interpretation is countable and atomic, and therefore prime. We conclude that useful alternative ontologies of the plane are, if anything, less parsimonious than the one which they are supposed to replace. (shrink)

How international research might contribute to justice in global health has not been substantively addressed by bioethics. This article describes how the provision of ancillary care can link international clinical research to the reduction of global health disparities. It identifies the ancillary care obligations supported by a theory of global justice, showing that Jennifer Ruger’s health capability paradigm requires the delivery of ancillary care to trial participants for a limited subset of conditions that cause severe morbidity and mortality. Empirical research (...) on the Shoklo Malaria Research Unit’s (SMRU) vivax malaria treatment trial was then undertaken to demonstrate whether and how these obligations might be upheld in a resource-poor setting. Our findings show that fulfilment of the ancillary care obligations is feasible where there is commitment from chief investigators and funders and is strongly facilitated by SMRU’s dual role as a research unit and medical non-governmental organization. Bioethicists have long debated the content of sponsors and researchers' obligations of justice in international clinical research. However, there has been little empirical investigation as to whether and how obligations of responsiveness, ancillary care, post-trial benefits and research capacity strengthening are upheld in low- and middle-income country settings. In this paper, the authors argue that research ethics guidelines need to be more informed by international research practice. Practical guidance on how to fulfil these obligations is needed if research groups and (...) other actors are to successfully translate them into practice because doing so is often a complicated, context-specific process. Case study research methods offer one avenue for collecting data to develop this guidance. The authors describe how such methods have been used in relation to the Shoklo Malaria Research Unit's vivax malaria treatment (VHX) trial (NCT01074905). Relying on the VHX trial example, the paper shows how information can be gathered from not only international clinical researchers but also trial participants, community advisory board members and research funder representatives in order to: (1) measure evidence of responsiveness, provision of ancillary care, access to post-trial benefits and research capacity strengthening in international clinical research; and (2) identify the contextual factors and roles and responsibilities that were instrumental in the fulfilment of these ethical obligations. Such empirical work is necessary to inform the articulation of obligations of justice in international research and to develop guidance on how to fulfil them in order to facilitate better adherence to guidelines' requirements. In 1914, Francis E. Leupp, former commissioner of the Bureau of Indian Affairs, presented an answer to the so-called Indian Problem that some have called pluralist. This paper examines the development of Leupp’s pluralism as part of the policies and practices of the genocide of American Indians as it was carried out in the years following the US Civil War. Rather than being a singular event in the history of US-Indian relations, I argue that Leupp’s pluralism is part of the (...) settler colonial system that persists and finds present expression in contemporary liberal pluralism. I consider two examples of recent pluralist theory, those of Charles Taylor and William Galston. I conclude by arguing that what both forms of pluralism—Leupp’s and recent liberal varieties—have in common is a conception of agency that rejects the American Indian conception and conserves structural genocide as a central part of present-day society. To whatever extent the use of a behavioral, not an evidential, interpretation of decisions in the Lindley-Savage argument for Bayesian theory undermines its cogency as a criticism of typical standard practice, it also undermines the Neyman-Pearson theory as a support for typical standard practice. This leaves standard practice with far less theoretical support than Bayesian methods. It does nothing to resolve the anomalies and paradoxes of standard methods. (Similar statements apply to the common protestation that the models are not real (...) anyway.) The appropriate interpretation of tests as evidence, if possible at all, is difficult and counterintuitive. Any attempt to support tests as more than rules of thumb is doomed to failure. (shrink)

An appeal to the inexplicable has always been a favourite tactic of the Supernaturalist; and even today those Supernaturalists that remain seem to derive some comfort from it. During the eighteenth and nineteenth centuries, for example, the orthodox Protestant apologetic in this country laid great stress on the ‘inexplicable’ events allegedly associated with Christ's life as anthenticating the truths of revelation. A more general thesis has been put forward as often, and even more often assumed: that the occurrence of inexplicable (...) events demonstrates the reality of a ‘spiritual’ realm. And in current literature we can find it claimed that the hegemony of science or the tenability of materialism is threatened by those inexplicabilities which are now known as the phenomena of ESP. Debates about justice in international clinical research problematically conflate two quite different forms of obligation. International research ethics guidelines were intended to describe how to conduct biomedical research in a just manner at the micro or clinical level (within the researcher-participant interaction) but have come to include requirements that are clearly intended to promote justice at the global level. Ethicists have also made a variety of claims regarding what international research should contribute to global justice. This paper argues that the (...) conflation of debates about justice at the micro and macro-levels has not only resulted in the placement of obligations upon the wrong actors but has also served to exclude relevant actors from the ethical picture. Suggestions for who should properly bear macro-level obligations of justice in international clinical research are offered. The paper further contends that, unlike researchers who violate informed consent requirements, no similar type of accountability exists for obligations of global justice, even for those obligation-bearers (incorrectly) identified by current ethics guidelines. Josiah Royce (1855?1916) was, in addition to being the pre-eminent metaphysician at the turn of the 19th century in the USA, regarded as ?a logician of the first rank?. At the time of his death in 1916, he had begun a substantial and potentially revolutionary project in logic in which he sought to show the connection between logic and ethics, aesthetics, and metaphysics. His system was developed in light of the work of Bertrand Russell and A. B. Kempe and aimed (...) to include Russell's logic as a subsystem. This more comprehensive logic, which Royce called system Σ, brought together an analysis of the character of experience and knowledge with the principles which served to organize interests and direct actions. The result was to be a logical theory framed by ?a profoundly ethical motive as well as a genuinely intellectual one? that would serve as ?a theory of the way in which activities must go on if they go on at all?. This paper examines three stages in the development of Royce's logical system, its relation to the logic of Principia Mathematica, and prospects for its further development. (shrink)

Classical pragmatism, despite its recognized concern for questions of freedom and democracy, has little to say directly about questions of power. Some commentators have found Dewey’s notion of habit to be a resource for taking up issues of power while others have argued that pragmatism does not provide a sufficiently critical tool to challenge systematic oppression. Still others have proposed to shore up pragmatism by using resources found in post-structuralism, particularly in the work of Foucault. This paper begins with this (...) suggestion, but argues that while Foucault offers a useful starting point his conception of power fails—at least in an American context characterized by the experience of pluralism. I then argue that the pragmatist tradition, through the work of Mary P. Follett (1868-1933) has the theoretical resources to generate a conception of power that begins with the experience of pluralism. (shrink)

Engaging citizens is vital to achieving people‐centred health research. This paper aims to put attention to dynamics of power and dynamics of difference back at the centre of citizen engagement in health research priority‐setting. Without attention to power and difference, engagement can lead to presence without voice and voice without influence, particularly for disadvantaged and marginalised groups. By analysing six key bodies of literature, the paper first identifies the different components of engagement—who initiates, for what purpose, who participates, and how (...) they participate—and the dynamics of power and dynamics of difference relevant to them. For each component of engagement, the ethical considerations relating to those dimensions of power and dimensions of difference are characterised for the research priority‐setting context and preliminary guidance on how they might be addressed is provided. An initial framework comprised of a series of questions reflecting these ethical considerations has been developed for use by researchers and citizens when designing engagement processes for research projects. Where researchers and citizens attend to the framework's questions and then revise their priority‐setting processes’ design to better represent diversity and mitigate power disparities, more inclusive citizen engagement is promoted. Disadvantaged and marginalised groups are more likely to be present and heard, which, in turn, will help generate research projects with topics and questions that encompass and more accurately reflect their health needs. The numerically definite syllogistic is the fragment of English obtained by extending the language of the classical syllogism with numerical quantifiers. The numerically definite relational syllogistic is the fragment of English obtained by extending the numerically definite syllogistic with predicates involving transitive verbs. This paper investigates the computational complexity of the satisfiability problem for these fragments. We show that the satisfiability problem (= finite satisfiability problem) for the numerically definite syllogistic is strongly NP-complete, and that the satisfiability problem (= finite (...) satisfiability problem) for the numerically definite relational syllogistic is NEXPTIME-complete, but perhaps not strongly so. We discuss the related problem of probabilistic (propositional) satisfiability, and thereby demonstrate the incompleteness of some proof-systems that have been proposed for the numerically definite syllogistic. We extend the language of the classical syllogisms with the sentence-forms “At most 1 p is a q” and “More than 1 p is a q”. We show that the resulting logic does not admit a finite set of syllogism-like rules whose associated derivation relation is sound and complete, even when reductio ad absurdum is allowed.

In this essay, Scott Pratt develops the tension at work in Democracy and Education between conceptions of multiculturalism that emerge from Dewey's commitment to progress as a process of civilization and from his contrasting commitment to a vision of progress as a localized process that requires respect for boundaries and limits. The first is related to what Patrick Wolfe has called “settler colonialism.” The second conception of multiculturalism, framed by the aims of education and the conception of growth, avoids the (...) problems of the first and provides a foundation for a practical, decolonial multiculturalism in the context of twenty-first-century education. The modal logician's notion of possible world and the computer scientist's notion of state of a machine provide a point of commonality which can form the foundation of a logic of action. Extending ordinary modal logic with the calculus of binary relations leads to a very natural logic for describing the behavior of computer programs.
